these Schools great Proficientcy has been made. and those White Citizens who have witnessed the closing examinations have expressed themselves satisfied that the Freedmen are capable of culture and improvement. - The Papers. leading men and Public Speakers advise the discharge of all White and Black laborers who vote for the proposed Constitution. - There is a scarcity of Corn in some Counties. This is felt more by the Poor Whites at this time than the Blacks. 
There is nothing in the present aspect of affairs except the evil counsel of wrong minded men, which will prevent the Freedmen from becoming a self supporting and thrifty class of citizens.
