In compliance with Circular No 6. Series 1866. Bureau of R. F. & A. L. Head Quarters Asst. Com'r State of Va.
I have the honor to report that, no change for the better regarding the affairs of this Bureau, in this County, during the present month between the two races, has occurred. The most intense bitterness is manifested on the part of the great majority of the whites of this place, to back the Bureau, as an institution and the colored people 
Not a few appear to allow no chance for a quarrel, with the colored people, to escape unimproved, and it appears to me that, this propensity is begotten and encouraged by what is known as the "better class of society"
The price of labor is very low- men get from $9. to $10 & women from $3. to $5. per month, and even at this rate of hire the colored people very frequently complain that they are not paid. Those who have families can not, upon such pay, comfortably provide for them, at the present prices to the necessarys of life.

The morale of the colored people is bad in this county I not only see quite as disposition on the part of not a few
