General,
In accordance with Cir 6. Series 1866 from Hd Qrs Asst Com State Va. I have the honor to make the following report viz: The feelings of the Planters towards the Freedmen is very bitter. But the colored men with few exceptions are working faithfully & getting along very well, they have learned that it is impossible to expect fair settlements, except with honest men, and so give up many just claims, rather than take them into Civil Courts. I hear few complaints from Planters, except on political affairs against the Freedmen. Education is gaining ground very rapidly in this Dis.
