General.
In compliance with Circular No. 6 series 1866. Asst Comm'r of Va I have the honor to report that the feeling existing between the whites and freedmen of this Division is unchanged owing to the opposition to the new Constitution on the part of the whites and the full support of the same on the part of the freedmen.

They are not generally well clad- but are rarely suffering for food. The crops are suffering from drought and should the dry weather continue the freedmen may suffer for food the coming winter The schools are in a flourishing condition- The alms houses are insufficient to accommodate the white and colored poor
