Office Bureau R. F. & A. Lands
Pittsylvania C.H. July, 16th, 1868

Capt R S Lacy
Sub Asst Commr
Lynchburg VA

Capt
I have the honor to make the following report for the month of June 1868 in compliance with instructions contained in Circular No. 6 Series 1866
The feeling between the white and colored people in this county is not of the most friendly nature politics run high which (no doubt) is the cause of most of the bad feeling
The whites threaten to discharge from their employment and drive off their lands all such as vote for the new Constitution: many complaints are made to this office by Freedmen that they cannot get their share of the crops or wages as the case may be for their work and that their employers seek to quarrel with them to have an excuse to discharge them from their services most of the cases are referred to the Civic Courts for adjustment.
