General:

I have the honor to report that the condition of freedmen of this division is not greatly changed since my last report. Little is now doing; business is dull: oystering is over; fishing affords a scanty living to many, profit to none; There is no progress, nor hope of any till the affairs of the State are settled.

There is no activity at present in the temperance movement; and, I think no increase of intemperance.
