Bureau R. F and A. Lands Head Quarters 2d Division, 5th Sub-Dist Va Fort Monroe, Va July 20th 1868. Bvt. Brig. Gen. O. Brown Asst. Commissioner General: I have the honor to report that the condition of freedmen of this division is not greatly changed since my last report. Little is now doing; business is dull: oystering is over; fishing affords a scanty living to many, profit to none; There is no progress, nor hope of any till the affairs of the State are settled. There is no activity at present in the temperance movement; and, I think no increase of intemperance. In the absence of the Sub. Asst. Comr I am,General, With great respect your obedient servant.
