General:
I have the honor to report that the condition of freedmen of this Division is on the whole unchanged since the previous report. Everything seems to be at a stand still, nobody expects to do more than make a bare living, subsistence is the question of the day.
There is peace and quiet everywhere, and aside from a certain friction resulting from the close relations of prejudiced classes, there is pleasantness in social relations. The cause of temperance is quiet.
