L.B. V4 425 582 Bureau R. F. and A. Lands. Head Quarters 4th Div., 5th Sub-Dist. Va. Fort Monroe Va. July 20th 1868. Bv't. Brig. Gen. O. Brown. Asst. Commissioner. General: I have the honor to report that the condition of freedmen of this Division is on the whole unchanged since the previous report. Everything seems to be at a stand still, nobody expects to do more than make a bare living, subsistence is the question of the day. There is peace and quiet everywhere, and aside from a certain friction resulting from the close relations of prejudiced classes, there is pleasantness in social relations. The cause of temperance is quiet. I am, General In the absence of the Sub-Asst Com'r With great respect Your obedient servant A.W. Weeks. Chief Clerk In charge of office.
