General,
In compliance with instructions contained in Cir No "6" Series 1866 from H'd Q'rs Asst commissioner State of V'a, I have the honor to report, That the feeling existing between the Whites and Blacks of this Division seems to become more unfriendly with each successive month, Nearly all the land owners of the two Counties have notified the Freedmen to leave their lands on the first of January next, giving them written (legal) notices. and then informing them verbally that they will be allowed to remain if they vote as their employers dictate, So far as I can learn no attention has been paid by the Freedmen, to these threats, and they seem determined to exercise their rights of franchise in the way
