General:
I have the honor to report in compliance with Cir. No. 6. Hd. Qrs. Asst. Comr Va the condition of Bureau affairs in the 1st and 3rd Divisions in as favorable condition as usual. The number of freeholders among freedmen is gradually increasing. Political feeling seems to have abated somewhat since the prospect of an election has passed. The schools have mainly closed for summer vacation. No new temperance movement have been started since my last report.
