There is of late a marked improvement of feeling among the whites with reference to the education of the colored man, and some effort is being made by the former to advance this cause

Complaints are numerous by the blacks of violation of contract on the part of the whites. I have no control of such cases and can only refer them to the Military Commissioner, without any means, of ascertaining the result myself 

The present adult race of colored men in Virginia will doubtless while they live suffer much wrong. I can only hope that the children may be fitted to redress their own wrongs.
