In compliance with Circular No. 6, dated Bureau R.F. and A.L. Head Quarters Asst. Com'r. State of Va. Richmond, Va. January 29th, 1866. I have the honor to make the following report.
In all portions of this Division except Richmond the freedpeople are gradually improving their condition: when I make this announcement I do not charge the colored people of Richmond with going backward or being the authors of their own poverty. If business was as thriving in Richmond at this time as in the autumn of 1866 and colored labor in as good demand there would be but little necessity for a gratuitous distribution of rations The forthcoming
