In compliance with Circular No. 6. dated Bureau R F & A L H'd Qrs. Asst. Comm'r State of Va. Jan'y 29th 1866 I have the honor to submit the following report, of the condition of affairs in this Division, for the month of August.

The complaints of ill-treatment of the Freedmen by the white citizens of the County have been quite numerous during the month, the principal cause of this is the consiousness that the administration of the laws, being in the hands of Civil officers, nearly all of whom are disfranchised and disqualified under the laws and Constitution of the U.S.
