the month I decreased the number very much by issuing tickets only in cases of sickness when the applicant produced the certificate of a physician, stating the distribution, the nature of disease and that assistance was necessary to prevent suffering.  The overseers of the poor having offered to take some indigent freedpeople in the County Alms House I have referred a large number to them.
