I have the honor to report pursuant to Cir No 6 Series 1866 from HdQrs Asst Com Dist of Va. that the Condition of Bureau Affairs in this Division has not materially changed since last report, except that owing to the prevailing political excitement the relations between the Whites and Freedmen are less pleasant than heretofore. Political animosities are however somewhat dampened by the prospect that the State will not participate in the coming Presidential Election. The private schools now in session in the Division are doing well, as will be seen by the Bi-Monthly report for July & August 1868. An effort has been made to induce the City of Norfolk to amend the City Ordinances so as to extend the benefits of the free School System to the colored race in common with the White, but owing to the unsettled State of Affairs the project was formed impracticable.
