General
In compliance with Circular No 6. series of 1866 I have the honor to report that the felling existing believe the white and blacks is the same as heretofore reported.
 
There is but little intemperance among the Freedmen of this Division. 

The Freedmen are having some trouble in collecting wages due, and in the division of their crops.  We can as a general thing get a settlement for them without much trouble, but in some cases suit has to be brought before a settlement can be effected.
