General,

I have the honor to report in compliance with Cir No 6 Series 1866 from Hd Qrs Asst Com Dist of Va that the general condition of Bureau affairs in this Division remains much the same as at date of my last Report.  The Freedmen are busily engaged farming many of them on their own account, and while destitution exists to some extent it is confined mostly to the aged, infirm, and those widows who have large families to support

It is hoped that the present crop may prove sufficient to carry the great body of the Freedmen of the Division through to the next year without trouble.  The feeling amongst the Whites towards the Freedmen is undergoing some changes for the better, at least ostensibly so, in the hope of using them politically should there be an election for President of the U.S.

The tenants on the Farm (Wise's) remain industrious and diligent in endeavoring to bring something out of the opportunity
