General:

I have the honor to report, pursuant to Cir. No. 6. Series of 1866. Hd Qrs Asst. Com'r Va.. that the condition of freedmen in the divisions of this Sub-District is not materially improved since the last report from this office.

Labor is more plenty. Crops are good, and freedmen can obtain employment sufficient to supply them with daily food. That this condition of things can last long, is entirely uncertain.

The political excitement of the times is beginning to affect the people, white and colored. The whites are more insolent and oppressive. Threats of expulsion are frequent, and
