Richmond, Virginia,

General:
I have the honor to make the following report on the condition of "Bureau Affairs" in this Division, during the month of November 1868, pursuant to instructions contained in Circular No 6. series of 1866, Hd. Qrs. Asst. Comr. Va.

Bureau business has been very lively the past month, and both civil and criminal complaints have been made in unusual numbers over 200 having been lodged at this office during the month, of which 21 were for assault & battery These latter I had presented to the Grand Jury in of which true bills were found, in the Grand Jury dismissed, and in the parties making the complaint failed to appear and testify as I had directed them.
