I have carefully investigated the within alleged cruel punishment of a Freedwoman and find that the woman was not "tied up by the thumbs" as alleged. but by the wrists without suspension for a space of 10 or 15 minutes- that this punishment was inflicted for extreme insolence on the part of the woman. It also further appears evident that M J Joyce reported the matter through malice and for the purpose of seeking revenge for the Provost Marshal having ordered him arrested and punished for drunkeness and disorderly conduct on a subsequent occasion.
