States that it is impossible for him to forward the report of Rations Issued to the Freedmen & Ref in This Dist. during month of Oct. as a large number of rations have been issued by the commissary without his approval. Also the property report cannot be forwarded for the reason that there is a large amount in the hands of the Medical Department. which has not been reported to his office. Requests that the Chief Med' Officer and the C.S. be directed to cause an inventory and report of above mentioned articles to be forwarded to his Office without delay.
Requests that the surg in charge of Howard Grove Hospital be ordered to report to him for duty, that he may have authority to call on him for such reports as he may require, that he may comply with orders from Head Quarters Asst Com'r.

The commissary of Subsistence can furnish Lieut Merrell with copies of "Ration Returns" upon which issues have been made during the month. recent orders will obviate the necessity of this hereafter- Lt Merrell is not responsible for Hospital property, hence no return of such property is required from him. Howard Grove Hospital being a General Hospital, the Surgeon for the present will report to the Medical Director.
