Respectfully referred to Col. O. Brown Asst Comr. with the information that the within statement is true. We had the case tried before Maj. Webster Provost Judge. The property has not been in the charge of the Bureau but I find your order, (Special No. 92) restoring the property to George Tunnel.

States that he was opposed to the late war, but was compelled to yield to the majority & since the war has taken the "oath" and desires to be a good citizen of the U.S.- that he was worth $100,000. when the war commenced, but is now reduced to poverty, through no fault of his own, his stock having been carried off and his crops failed: that he has 51 negroes on his place, who do just as they please, and he is required to feed and clothe them. Applies to the Bureau for relief

Acknowledges receipt of communication of 15th inst. in relation to colored people making contracts, States the plan was working well under the impressions made by Col. B & Gen'l Howard.
Complains of the course taken by one Calvin Pepper in opposition to the rules & regulations & regulations of the Bureau.
