State clearly the class of cases mentioned in the first enquiry. 2nd The Court, or Superintendent, may after examination, give marriage license to colored persons wishing to marry, if no good reason exists against such marriage- 3rd The Court of Superintendent of the Dist. may grant to colored ministers of the Gospel, (who are regularly ordained) license to marry colored persons. 4th The court, with the approval of the Superintendent, license Restaurants, but not to sell Liquor.

Respectfully returned to Col. O Brown Asst Comr. with the statement that this property is not in the hands of the Bureau but is occupied by the late servants of the late James Powell, who claim to be the legal owners of the property. The will referred to by Mr Willis bequeathes unto the present occupants, nine hundred dollars in money, which has never been paid. The said Lucretia Powell also made a will in which she left the said occupants a house & lot & two hundred dollars in money. This case was once tried before the Provost Court at Fort Monroe- which court after hearing the evidence. and examining the papers, will, &c, decided that the present occupants were the legal owners of the land. In my opinion the Bureau has not the legal right to decide upon the title to property that is not in their hands.
