Respectfully referred to Col. O. Brown for advice what to do with this case. I cannot decide. Mr Baxter is certainly very hard on Mr Jackson but I do not see how I can take hold of him without some overt act made in opposition to the Execution of orders or threatening language used directly to Mr Jackson. But perhaps you may think differently.

Respectfully returned. If Dr Baxter has talked as represented he will before long place himself where Mr. J. can take hold of him. In the meantime I would recommend that, Mr J- fully protect the rights of the freedmen. and wait patiently. The Bureau has the highest confidence in the ability and integrity of Mr Jackson.
