There is undoubted need of a Medical Officer at Winchester and at some other points in that District. Every effort has been made to find Physicians, those who would contract at a reasonable price and who could take the oath. None such can be found except at Harpers Ferry and I have made a contract for that place. There are also several other points where Medical Officers are much needed - but. the same obstacles exist as in that District in the way of employing local Physicians. In my opinion the oath will be required. I do not think Congress will make any changes in regard to it; I may be mistaken of course, but even if it is changed, it will take time to effect it. If Col Brown thinks the means of the Bureau will allow of contacting with more officers - it is highly desirable that it be done immediately - To fill the important places and to vaccinate the freedmen within a reasonable time the present number should at least for three months to come be doubled.
