Respectfully returned, attention called to the regulations of the Medical Facility for attendance on Freedmen. As far as possible it is desirable to avail ourselves of their attendance. certainly in all cases of not pressing emergency. I have no Medical Officer at the moment in Richmond. When the cases are pressing Lieut Merrell can send to AA Surg Brown at Howard Grove Hospital_ In a few days I expect to have Dr Brower at the Dispensary at Richmond which will be established on Broad Street. when this arrangement is perfected I will notify Lt Merrell.
