It is not necessary for the Asst Comr to Endorse the character of one so generally known as Mr Chase (the writer of this application) as a sensible philanthropist: but it is certain, that the Gov't could not find a person that would bestow its charity more judiciously.

"From the Accts of teh Auditor of affairs on the Dept qm Eastern Shore it appears that no pay is due to applicant"
Mr Bartlett was engaged by Col Kinsman as Supt of Mills and left Norfolk for E Shore June 22d 1864. I have ret'd to Mr Bartlett his Power of Atty.
