The civil Police recently organized in the several counties. acting under orders of County Courts. and, as they profess, in accordance with orders from Maj Gen'l Comd'g herewith enclosed. have searched for arms. and in many cases have seized all kind of Arms and committed great outrages and injustice to the freedmen,
Prompt steps have already been taken to stop this (to with) no police officer except in extreme cases is allowed to search. or arrest freedmen without an order from Asst Supt. The offenders above spoken of. some 20 in number. in different counties have been tried and severely punished by the Freedmens Court.
