The facts as set forth are true so far as my observation extends, but the arming is not confined to the colored people. The remedy for theft and reckless use of fire arms seems to be within reach; would the citizens meet the officers of the Bureau cordially and establish the court proposed by Maj. Genl. Howard Commissioner

The statement made within does not seem to be in accordance with the facts - There is no doubt whatever but that the law in relation to carrying concealed weapons is violated much more frequently by the whites than by the negroes - In my position of Judge I have had many cases brought before me, but in no instance has any one been injured by fire arms in the hands of the freedmen. whereas I have now a case before the court where a white man deliberately shot three times at a negro. two of the shots taking effect.
I do not see however how the establishment of a freedmen's court would accomplish the end desired.
The court now in session is as powerful as it would be were it composed as indicated in the circular from Gen'l Howard - I will state that the court tries all cases brought before it. and where the offence is not too great for its jurisdiction, Judgement is promptly given and executed,

I do not think the statement of the court are exactly just, so far as the Negroes' are concerned. There is evidently an attempt to disarm the negroes throughout
