Respectfully returned This man was arrested by my order.  He is a drunken pettifogger who some time since entered uninvited, drunk, the room of Mr Davis and two lady teachers and insulted them.

He afterwards attacked Mr Davis first on the street but owing to the presence of ladies, desisted.

He again assaulted him in the Post Office, and beat him severely. Complaint being made and the facts proved, I ordered his arrest, and afterwards release on bail of $200. to appear before Military Commissioner for trial. The most of the statements in his letter are incorrect. Mr. Davis is under the direction and protection of this Bureau. Attention invited accompanying letters of Mr. Davis.

Respectfully returned to Capt Barnes. The Major Gen'l cmd'g does not consider this a case for the interference of the military authority. As a question between two citizens it should go before the civil authorities.  Mr Allen will therefore be discharged from custody.
