Respectfully returned to Mr McKinney thro Capt Stuart Barnes AQM & Supt. It was not deemed advisable at the time the order establishing the Freedmens courts was issued to extend their jurisdiction to more serious cases, as sufficient military officers were at that time in the state, for the trial of such cases before a Military Commission, whenever required.
The number of officers being now greatly reduced, it will become necessary to extend the powers of the Freedmens Courts, unless the State Legislature, pass such laws as will insure the rights of the freedmen.
