Continuation of Endorsements on letter relative to two children Edward & Spencer Payne, &c &c (H.25) Washington Jan 12th 1866 Respectfully returned with letter of Mr Bowden enclosed. The children were bound under regulations prescribed at that time by the Military Governor here. The Indentures can be revoked if it be made to appear that their provisions have not been strictly complied with. At the time the indentures were executed, a large number of children were here dependent upon the Gov't with no parents or relatives to care for them. Most of them found good homes in this way.
