I cannot approve of these accounts - the charges are in my opinion unreasonable and more than the Bureau should pay. There are officers under contract with the Bureau rendering more than twice the amount of service for less than half the charge. Even if the accounts were to be allowed - copies of the orders under which the services were rendered should accompany the accounts, and the accounts themselves should be approved by the officer directing the services, on the face of the acc't's - The accounts should also be receipted - which is not the case with one - until further orders I cannot approve them. The authority referred to was given in letter dated Nov 2d 1865. from office of Col O Brown. A discreet and intelligent officer Lt L. W. Stevenson 10th R. V.R.C. is stationed at Lovingston with full charge of freedmen affairs and any discretionary power required in Nelson Co is exercised by him alone. The Asst Commissioner may rest assured that no action transcending his wishes or the best interests of the freedmen, will be taken, and further being honored with a seat in freedmens court does not authorize a citizen to control affairs of the Bureau as indicated in letter to Genl Terry. All orders issued on this matter have been submitted for consideration. (Sgd) R. S. Endorsement on letter of Chas E Johnston Asst Supt dated Norfolk Va Jan 11th 1866 Requesting to be allowed to return Wood & Lumber from the Taylor Farm to Norfolk and to sell at auction such of it as can be spared. Norfolk Va Jan 12th 1866 Respectfully referred to Col. O. Brown Asst Comr &c. with request that the order restraining the Supt or others from the use & removal of lumber on the Taylor Farm be revoked. We need the free use of this lumber & wood and the request of Mr Taylor to the Quarter Master Dept was returned disapproved.
