Jones dated Peters'g Jan 3rd 1866 (J.22) States that he made contracts with three (3) col'd men which they have violated and disregarded on acct of said contracts not being witnessed by an Officer of the F. Bureau- asks assistance in the matter and a decision of the case Richmond Va Jan 25th/66 Respty returned to Capt Stuart Barnes AQM & Supt 2nd Dist Va. The Asst Comr is unacquainted with any law that requires the personal fulfillment of a contract. The only remedy for the non-fulfillment of the contract is such damages as the court may award after a fair and impartial hearing of the case. Contracts do not require the signature of a Bureau Officer to make them valid- The freedmen in this case seem to have acted under coercion, making their contracts under the belief that if contracts were not made by a specified time, they would be "hired out by the court".
