The evidence I had was that the boy did not wish to leave his relatives & a reliable man wrote me that they were amply able to take care of him.
It also appears that Dr Wynn had to use threats and intimidation in order to get this boy back. In regard to the authority of the County Court. 
I wrote Mr Haden "The County Court cannot bind out parties (col'd) against their consent, without the consent of the Bureau Authorities"
I will state in this connection that I understand my instructions as embodying this principle.
