Endorsement on letter of James W. Custis relative to his lands & personal property. Refers to Mr Bartlett as the officer who has in possession his personal property. Respty returned to Capt T.F.P. 221 Crandon Supt 4 Dist Va whose action is approved By order of Col O Brown (Sgd) James A Bates AAAG The evidence I had was that the boy did not wish to leave his relatives & a reliable man wrote me that they were amply able to take care of him. It also appears that Dr Wynn had to use threats and intimidation in order to get this boy back. In regard to the authority of the County Court. I wrote Mr Haden "The County Court cannot bind out parties (col'd) against their consent, without the consent of the Bureau Authorities" I will state in this connection that I understand my instructions as embodying this principle.
