Office Norfolk Co
Norfolk Va
Sep't 27th 1865

Respectfully forwarded
The party claims his property on the ground that it was not abandoned and that it was improperly taken by the Treasury Dept. Evidence is enclosed to substantiate the claim - Mr Blow left all his property in Norfolk and being an old man of nearly eighty it is claimed he could not have rendered any aid to the Rebellion
He never resided in Norfolk - but during the whole war, and for years before resided on his farm in Sussex Co. I respectfully submit his case. The Property consisting of one House in Portsmouth & one in Norfolk occupied by Mr Brewer and Mr Cheshire. The Parties have paid no Rent since the Property has been in possession of the Bureau
