Bureau RFAL
Office Asst Supt Norfolk Co
Norfolk Va Nov 27 1865

Respectfully forwarded. The applicant has received a Special pardon dated November 7 1865, which I have seen. I have also seen the title deeds of the property and Mr Taznell Taylor sends herewith certificate that the property is owned in fee by applicant. I can see no reason why it should not be restored. The houses are leased from month to month at a rate of $10.00 per month.
