Your petitioner would beg leave. Respectfully to sugest that previous to the 19th of April 1867. he was at work for the U.S. Government in this City, that on the night of said 19th of April. The Navy Yard was burned, and on the following morning, all of the forces of the U.S. were removed, and all power for protection from the Government ceased.

Your petitioner, being at that time much in debt in executing work for the Government, as pr. Orders of Superintendent, with no means to meet the demands upon him, his bills properly certified to [[send?]] the Supt and forwarded not having been paid. (the US Government being at this time indebted to him nearly (underlined) four (underlined) (underlined) Thousand (underlined) (underlined) Dolls (underlined) for work executed previous to 19th April) with a large force in want of work, whose families were in many instances in great need, did receive orders & execute work for the States of Virginia & North Carolina, as also for the agts for the (underlined) so called (underlined) Confederate States, that on the 22 of March 1862 he was ordered to the City of Richmond, where he resided as an employee of the so called Confederate States until the 3rd of April of this year That in the election for delegates to the State convention which was held in Richmond in 1861, he did not vote for the Secession, but gave preference to the Union, conservative candidate
