0169 Application of Mrs Hipkins widow of John Hipkins to be left in possession of House & Lot on Duke St near Washington St in Norfolk Va Bureau RF and A.L. Office Asst. Supt. Norfolk Co Norfolk Va Aug 22/65 Respectfully forwarded The within statement I believe to be correct Maj. Hudson late Treasury Agent, stated that the House was transferred to Freedmen Bureau by mistake, and that it was his intention to have restored it to the owner. Though a case of abandonment yet by the death of Mr. Hipkins it becomes the property of minor children, and of his wife, who have never directly or indirectly aided the rebellion. Charles E.
