Captain A S Flagg, Asst Supt Freedmen: Fortress Monroe Va

Sir
I have the honor to file this application, with the respectful request that you will approve and forward it to the Chief of your Bureau for his favorable consideration.

1. I am an aged, poor and uneducated man - my whole estate consisting of one small house and lot at the Corner of the County and Effingham streets in Portsmouth Va, which is now in charge of the Freedman's Bureau. It has been recently seized as "abandoned property." This petition is for its restoration to me.

2. Early in May 1862, and before the evacuation of Norfolk and Portsmouth by General Hager, I left my home and continued within the State of North Carolina, inside of the lines of the Confederate Army, until the overthrow of the Confederate cause. On the 24th day of May 1865, I returned to Portsmouth (where I have remained ever since and now reside) - stopping long enough at Suffolk Va to acknowledge my allegiance to the United States Government, which Oath of Allegiance I took in perfect good faith, without any mental reservation or evasion, and with the full intention to be thenceforth a good and loyal citizen of the United States - a copy of which certificate of allegiance is herewith filed, marked (A).

3. I am not excepted from any of the benefits of the Amnesty Proclamations of President Lincoln & President Johnson. The Amnesty has extended to me. I availed myself of it, as aforesaid, on the said day of May 1865; and I afterwards on the 21st day of August 1865, I availed myself of the benefit of President Johnson's Amnesty Proclamation, as will appear by reference to the certificate thereof, herewith filed
