Endorsements on communication of Mr. H. A. Risley Supt. Special Agent Treasury Dept of Agency, dated June 29. 1865, (presented by Mr. Joynes) Referring enclosed papers for consideration, & requesting information in regard to jurisdiction in the case. Returned June 29th "From the records of this Bureau, it does not appear that this property has been taken up or set apart for the use of refugees or freedmen, and is not therefore at present subject to my jurisdiction" sd. O O Howard M.G. Com'r. Rec'd bk July 11, 1865 and same day returned endorsed, "It would be well for Mr. Joynes that the property be delivered up to him, prior to an actual transfer to me, as I am inclined to refer all such matters, to the decisions of the Courts of Justice. The decision of the Attorney General does not make it necessary for me to make requisition for all the abandoned property and prior to such requisition it is perfectly proper for you to surrender the possession, having due regard for the terms of the lease." sd.
