It has been certified to this Department by the Chief Commissioner of the Bureau of Refugees and Freedmen, that the real estate of the applicant is not necessary for the use of his Bureau, and that requisition will never be made for the same by him.

You are therefore hereby authorized and instructed to restore to the Petitioner the real estate described in his application upon the usual terms, for the restoration of abandoned lands, and subject to the lease of the same described in your report.
