Portsmouth Nov. 25th 1865

The Petition of Edward Kearnes of the City of Portsmouth in the state of Virginia respectfully represents that his house and lot in the said City of Portsmouth on the east side of Crawford Street near the Marked House was libelled for condemnation and confiscation in the District Court of the United States for Virginia and condemned to be sold, but never was sold and that subsequently the said lot was turned over to your Bureau as abandoned property.

Your Petitioner further represents that on the 8th day of June 1865 he took the oath, usually called the amnesty oath, prescribed by the President of the United States in his Proclamation of 29th May 1865 whereby he obtained amnesty and pardon, in as much as he did not come within either of the excepted classes excluded from amnesty & pardon by said Proclamation a copy of which oath is herewith filed marked (A) and prayed to be taken as a part of this petition

Your Petitioner further represents that the confiscation proceedings against his said property have been dismissed as will appear by the certificate of the Clerk of the said District Court of the United States which said certificate is herewith also filed & prayed to be taken as part of this petition, the same being marked (B).

Your Petitioner also herewith files the certificate of the Clerk of the Court of Hastings for the City of Portsmouth showing his title to said lot marked (C) and his affidavit taken before and certified by a Notary public marked (D.) showing that he was not included within the excepted
