The applicant has complied with all the conditions of the
late order of Maj Genl Howard His property has been libelled for confiscation. Does the taking of the Amnesty Oath under these circumstances entitle him to have it restored 

The returns at this office show sixteen Tenements in possession of the Bureau, all of which are rented. 

Mr Leonard asserts he does not come under any of the exceptions of the Presidents Proclamation and after due inquiry I believe this statement to be correct
