-before its capture by Gen: Wool) he left an agent in charge of the same, & tenants in all the buildings - that his agent was afterwards forbidden to receive the rents, by parties claiming to act under authority of the Department- & the rents were taken without taxes being paid out of the same, or needful repairs made, or the interests of his mortgage creditors (whose claims upon the property are large) in any degree, protected - & that the said property has been much injured by the course pursued & the petitioner seriously impoverished.-

The petitioner returned to Norfolk in the month of May 1865, & has learned that the agents of the Department will not give possession of property so held, without direction to that effect from the Department. He therefore respectfully asks that, in a matter so prejudicial to the interests of the petitioner & his creditors, the Hon. Secretary will cause the error committed in regard to him to be rectified by an order for the restoration of the property above mentioned.
