I have examined carefully the case of Mrs. McCandlish and do not hesitate to give the opinion, that, as a legal proposition, the lands of Mrs. McCandlish are not abandoned lands, and therefore not liable to be seized by the Freedman's Bureau. I am sure, from repeated conferences with Gen. Howard on this whole subject, that he would not regard them as abanded, and would order restitution, if seized.
