Portsmouth Decr 13th 1865

Sir: I beg leave most respectfully to represent that I own a house and lot in Portsmouth on the South side of Court Street, bounded by the lot of John B. Davis decd on the east and on the west by the lot of James Peed decd which is now and has been for some months in possession of your Bureau.

I beg leave further to state on the 8th day of June 1865 I took and subscribed the oath prescribed by the President of the United States in his proclamation of 29th May 1865 and that I am not within either of the excepted Classes excluded by said Proclamation from amnesty and pardon. 

I append copy of oath, certificate of the clerk of the District Court of the Unite States for the District of Virginia showing that no confiscation proceedings are pending against my said property;-  certificate of the clerk of the court of Hastings for the City of Portsmouth certifying that the lot referred to belongs to me and the evidence of disinterested  person who have known me intimately for many years & for most of the period of the rebellion certified by a Notary that I am not within the excepted classes of said proclamation.

My absence in North Carolina has prevented an earlier application for this property, which I make now humbly praying that as from the evidence
