compelled to leave Richmond without seeing you.

May I request you will do me the favor to act upon the application as speedily as practicable.  Since the application was forwarded I have received a special pardon, which I exhibited to Mr. Johnson the Asst. Supt in Norfolk. I enclose a certificate of his, dated the 8th inst, which will satisfy you on that point. If necessary however I can send the original pardon to Richmond, to be inspected by you.

I trust that upon consideration of the facts of this case, as shown in the papers on file at your office, you will have no difficulty in at once ordering it to be restored to us.
  
I enclose herewith also, the following papers:-

1. Certificate of the Clerk of the Hustings Court of Norfolk, showing the ownership of the property

2. Certificate of the Clerk of the U.S. District, showing that the property has not been libelled for confiscation.

3. The oaths of allegiance taken by Mr. & Mrs. L.T. Waller & by H.V. Robertson.
