Lieut - As I propose leaving the City today, and cannot have an interview with you, because of your absence, I venture to offer a note of explanation in reference to the applications herewith submit'd. to your consideration - I ask the restoration of my house that I may make available the fisheries recently returned to me, and as set forth in my application, am sure that the color'd. occupants can be accommodated upon the premises without discomfort - I hope that you will feel authorized to act upon that paper without reference, and will forward me an "order" for the house thro' Mr. Ryland Capps, that will promptly meet me in a day or two - I shall thus be enabled
