County of Elizabeth City to wit

I William R Willis, a notary Public, for the county aforesaid, in the state of Virginia, do certify, that Jefferson Sinclair of the County aforesaid personally appeared before me and made oath to me form of law, that the Freedman was upon the land of Jefferson B. Sinclair to the County of Elizabeth City shall be allowed to remain in quiet and undisturbed possession of the same for the year 1866 - And that he will only collect rents of those who in the opinion of Mr. Robert Wood of said county are able to pay
