Office Asst Supt Freedmen
Norfolk Va Aug 13/65

Respectfully returned with the information that this property is owned by Mrs Johns in her own right that she remained within the rebel lines during the entire rebellion & as they receded from the neighborhood of Washington her husband and herself withdrew into the interior of Va. The legal question of abandonment of the right to receive rents & profits is clear that such an abandonment may take place but does this woman's conduct evince such? I think it was such an abandonment as was contemplated by the Act of Congress

This one was confusing for me to try to transcribe. Some of the letters are written in a way that gives me trouble deciphering each from the other. ---------- Reopened for Editing 2024-04-15 16:18:17
